Speech compression or encoding is an application of data compression of digital audio signals containing speech. Speech coding uses speech specific parameter estimation using audio signal processing techniques to model the speech signal, combined with generic data compression algorithms to represent the resulting modelled parameters in a compact bitstream. The two most important application of speech compression are mobile telephony and voice over IP.
Improvements to procurement have been attempted for decades, usually by using information technologies. The real opportunity for improvement lies in the use of e-procurement, the electronic acquisition of goods and services for organisations. The general e-procurement process (with the exception of tendering) is shown in figure 2.8 . One effective solution to the procurement problem in large organisations is to aggregate the catalogues of all approved suppliers, combining them into a single internal electronic catalogue. Prices can be negotiated in advance or determined by a tendering, so that the buyers do not have to negotiate each time they place an order. By aggregating the suppliers' catalogues on the buyer's server, it is also easier to centralise and control all procurement.
